UAE groups approach multi-site GMP certification with a mixture: one certificate covering the sites doing similar work, and a separate one where a product family sits under a different framework class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>A common misconception about multi-site GMP certification is that it means auditing headquarters and extending the result outward. It does not.<\/p>\n<p>Each named site is assessed. What is assessed once are the functions genuinely operated centrally &mdash; document control, training administration, supplier approval, management review &mdash; where those functions really are central rather than nominally central.<\/p>\n<p>The distinction matters. A group that has a central document register which each site then locally amends does not have central document control; it has three document systems and a spreadsheet. Plenty of groups genuinely run decentralised operations, and the scope simply reflects that. What causes difficulty is claiming central control that does not exist, because the assessment finds the gap between the claim and the practice.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"free-zone-mainland-and-why-the-certificate-does-not-care\"><\/span>Free zone, mainland, and why the certificate does not care<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>A facility in a free zone and one on the mainland are two addresses. Both are named on the certificate if both are assessed; neither is covered if it is not.<\/p>\n<p>Multi-site GMP certification does not distinguish between them in the way local commercial arrangements do. What it records is what was assessed and where. A buyer reading the certificate wants to know whether the plant that made their goods appears on it &mdash; a question that has the same answer regardless of which jurisdiction the plant sits in.<\/p>\n<p>The practical implication for UAE groups is that a facility acquired, opened or relocated needs bringing into scope explicitly. This is the most common gap in the region, precisely because expansion here is frequent.<\/p>\n<div class=\"ias-cta2\">\n<p>Adding a facility this year? The cosmetics formulation falls under a different framework and takes its own certificate naming the Sharjah site.<\/li>\n<li><strong>What is assessed once:<\/strong> the central document register, the training system and the group management review.<\/li>\n<li><strong>What is assessed per site:<\/strong> everything physical &mdash; line clearance, segregation, storage conditions, records, equipment status.<\/li>\n<li><strong>What the group receives:<\/strong> two certificates, each readable without explanation, and one coordinated audit programme rather than three unconnected ones.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"what-the-certificate-must-not-do\"><\/span>What the certificate must not do<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>It must not imply coverage it does not have. Three failure modes recur.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"group-name-only\"><\/span>Group name only<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>A certificate naming the parent company without listing sites invites a buyer to assume every facility is covered.
